RHA Board of Directors

Richard Heath - Board Director / Shareholder

Richard Heath founded Richard Heath and Associates in 1974 initially as a consulting enterprise providing executive management training to business and government. During the mid 1970’s energy crisis, he increasingly focused on the cost of energy as it impacted low-income families. He developed innovative programs to increase the effectiveness of agencies providing energy conservation services to low-income homes throughout California.


In 1979, he teamed with Dr. James O’Bannon and incorporated RHA, forming a durable partnership now in its 30th year.


During the late 70’s and early 80’s, Mr. Heath was the architect of the public/private partnership involving California’s major utilities, community based organizations and private contractors resulting in the weatherization of more than 1.5 million low income homes. His prior work involved executive management training as a Team Leader for Leadership Institute in Washington D.C. when he led a team training executive managers of organizations throughout the nation.


Mr. Heath now focuses his attention on RHA’s strategic planning concentrating on ways RHA can develop new solutions to high-energy costs as they impact the low-income population.

Dr. James O’Bannon - Chairman of the Board / Shareholder

Dr. O’Bannon brings 44 years of experience in the construction and energy industry to RHA as Chairman of the RHA Board. He began as a carpenter in 1964, continuing on to a PhD from the University of Missouri in Industrial Education and Civil Engineering, and then establishing the Construction Management Program at Chico State University. Since 1982 Dr. O’Bannon has been a Full Professor at Chico State’s School of Engineering and Technology.


In 1979, he partnered with Richard Heath and continues to lead RHA’s efforts in the development of energy efficiency technology.


Dr. O’Bannon has authored over three dozen published technical manuals, articles and research reports on many topics related to energy efficiency, including residential HVAC, solar technologies, technologies for high performance windows, installation standards for home weatherization, fire safety standards, commercial lighting standards and fluorescent lighting retrofit.


He is recognized nationally as an authority in energy efficiency issues and is regularly invited to present or train at energy conferences throughout the nation.


In 2008, Dr. O’Bannon was selected for the Outstanding Faculty Service Award at Chico State University for his excellence as a professor and his outstanding record of philanthropy. In 2007, he organized a delegation of 55 students to New Orleans where his team rebuilt 18 homes.


Joe Williams - President / Shareholder

Joe Williams has 40 years of executive leadership experience guiding the growth of both non-profit and for-profit corporations. Recognized as a community leader, he served two terms on the Fresno City Council during the 1980’s and serves on numerous boards including Premier Valley Bank, founder and director, Community Medical Center Board of Trustees, and the Fresno State Foundation Board of Governors.


Mr. Williams was appointed Executive Director of the Fresno County Economic Opportunities Commission in 1970. During the 22 years in this capacity he built this organization into the fourth largest of its kind in the United States, increasing revenues tenfold to over a $40 million annual budget for the benefit of low-income families emphasizing job development, the education of young children and family health. During this period, he also served as President of the California/Nevada Community Action Association, where he played a key leadership role in establishing the utility sponsored low-income weatherization program.


Since joining RHA in 1993, Mr. Williams provides executive leadership resulting in the tripling of RHA’s work force and revenues. He served as Chief Executive Officer until 2003. He now oversees RHA’s vision and growth as President of the Board. Mr. Williams has a Bachelors Degree from California State University, Fresno, with a major in Social Welfare and a minor in Psychology.


Mr. Williams has received numerous awards throughout his community, including the Leon S. Peters Award in 2010, Fresno State’s Outstanding Alumnus Award in 2006 and in 2003 he received the Fresno City College Distinguished Alumnus Award.



RHA Leadership

R. Craig Smith - Chief Executive Officer

Mr. Smith has over 30 years of leadership experience in the electric utility industry and comes to Fresno as RHA’s Chief Executive Officer from the state of Washington where he served as Assistant General Manager for the Snohomish County Public Utility District. In that capacity he lead the utility’s customer service, energy efficiency, and corporate services business units. He also held industry leadership positions on advisory boards for the Consortium for Energy Efficiency (CEE) the Electric Power Research Institute (EPRI), and the Northwest Energy Efficiency Alliance (NEEA). He worked for the Snohomish County PUD since 1998.


Prior to joining the PUD, Craig was a Senior Manager for the Tennessee Valley Authority (TVA) from 1992 to 1997. He oversaw the planning and implementation of the utility’s energy efficiency and load management programs, and later directed its commercial and industrial products and services division. Before joining TVA in 1992, Mr. Smith served with the Michigan Public Service Commission, where he was Director of the Demand-side Management Division and later served as a Senior Policy Advisor to the Commissioners.


In addition to his public utility and regulatory experience, Craig has also held various management positions with Pacific Gas and Electric Company, and Pacific Power and Light Company.


Craig holds a bachelor’s degree in Urban Planning and Social Policy Analysis from Antioch College. He has also completed executive development courses in marketing and strategic alliances at the Wharton School, University of Pennsylvania, as well as the negotiation program at Harvard University.


David Wear - Chief Financial Officer / Shareholder

Dave Wear joined RHA, Inc. in 1995 as the Chief Financial Officer and served as CEO from 2005 to 2010. Mr. Wear provides executive fiscal oversight for the corporation. With budgets exceeding 150 Million, he has the responsibility for monitoring the financial performance of all programs that RHA administers. Additionally, Mr. Wear oversees the contract administration for the corporation, IT and Facilities Departments. He also provides oversight and input for the ISO certification process.


Mr. Wear has led RHA in the design and implementation of a number of new energy solutions including commercial lighting projects, statewide integration of Energy Star® promotion, the development of improved marketing to low income families, establishment of RHA’s call center enabling contact in 11 languages, and improved production and fiscal control methods among the 75 subcontractors RHA employs in all parts of California. He has overseen major advances in RHA’s management, accounting and information technology systems.


Previously, Mr. Wear was Director of Fiscal and Administrative Operations for the Fresno County Economic Opportunities Commission responsible for revenues in excess of $42 million. Mr. Wear also worked for many years as a CPA and was the Audit Manager for a national CPA firm. During his tenure as a CPA he provided audit and consulting services with many private and Community Based Organizations. He has a degree in Business Administration from California State University, Fresno and is a Certified Public Accountant. He is actively involved with the Craig School of Business as a board member and volunteers with several non-profit organizations.



Senior Management

Tom Barrett - Senior Strategic Planning and Technical Resource Advisor

Working for RHA since 1992, Mr. Barrett has been primarily responsible for the development, management, and research for numerous residential and commercial energy efficiency and conservation projects.


Mr. Barrett has an extensive background in residential, commercial, and institutional energy analysis, building modeling, retrofit designing, and measure installation and monitoring. His background also includes all-encompassing experience practical and theoretical energy and building science. He has trained numerous individuals in all aspects of energy, environmental health, and building science at all levels from weatherization workers to college level students.


Since 1977, Mr. Barrett has been involved in the energy conservation, efficiency, and renewable fields; as well as the environmental planning and environmental health fields. He has been responsible for developing and conducting numerous energy related technical training programs for RHA, including: energy auditing; retrofit design; installation techniques; health and safety; and environmental building and site assessments.


Mr. Barrett is one of only 20 fully certified lead specialists in the State of California. He developed California’s Lead-Safe Weatherization Program and has trained thousands of people in lead inspection/assessment and abatement practices under both the Department of Public Health and the Environmental Protection Agency. He is also a regular speaker at numerous energy conferences and conducts workshops on a variety of energy-related issues. He earned a Master of Arts in Geography/Environmental Planning, a Bachelor of Science degree in Biology and a Minor in Chemistry from California State University, Chico.


Art Brice - Senior Program Manager / Vice President

Art Brice joined RHA in 2001 as a Senior Energy Partners Program Manager and within a few months was promoted to Vice President. Key accomplishments include: successful attainment of PG&E’s Energy Savings Assistance Program production goals for 10 years, facilitating the early development and implementation of EP Online and successful management of PG&E programs such as the EP Go Back and MIDI programs. Mr. Brice currently manages a program team of 45, including four managers and 35 subcontractors.


Prior to RHA, he worked 25 years for the Los Angeles Department of Water and Power in various roles including: Senior Conservation Manager, Manager of the Major Accounts Group, several residential and business conservation programs and was a Manager in the Government Affairs and Business Planning Groups. He has served on CPUC and CEC statewide deregulation and energy conservation committees. Mr. Brice holds a Bachelor of Science in Personnel Management from Cal State and specific technical training and experience in energy efficiency, submarine nuclear and large commercial power plants. The Los Angeles County Board of Supervisors recognized Mr. Brice with their Award of Merit for his community service.


Teresa Enos - Vice President, Program Operations

Teresa oversees all RHA’s operations and ensures quality services are provided to both clients and customers. Since 2000, Teresa has provided superior leadership in the development of RHA programs through oversight, development and program reporting for the state, CPUC, and investor owned utilities.


During her time at RHA, Ms. Enos has served both in a technical and programmatic capacity in directing multiple California investor-owned utility energy efficiency programs, and has been the project director for RHA’s PG&E Technical Services Contract.


Ms. Enos has developed and provided a diverse array of weatherization trainings, developed installation standards, authored numerous policies and procedures manuals, instituted program metrics and conducted energy savings analyses. She is the co-author of the Low Income Weatherization Inspection Policies and Procedures Manual for the States of California and Nevada. Ms. Enos received a Bachelor of Science degree in Mechanical Engineering from California State University, San Francisco.


Camilla Goodall - Corporate Controller

Camilla Goodall brings over 30 years experience in accounting to her position as Accounting Manager. Ms. Goodall provides leadership and coordination in the administrative, business planning, cost control, accounting and budgeting efforts of the company. She directs and oversees all financial activities of the corporation including preparation of current financial reports as well as summaries and forecasts for future business growth and general economic outlook.


Past experience includes Managing Partner / Chief Financial Officer for Flame Hardware Company where she managed daily operations including purchasing, inventory control, database operations and all accounting functions. She also served as accountant with Westinghouse Electric Corporation, Marine Division in Sunnyvale, California.


Pauline Holman - Vice President, Human Resources

Pauline Holman brings over 20 years of Human Resources leadership experience to RHA’s Executive Leadership Team. Joining RHA in 2009, she is accountable for all aspects of strategic and tactical Human Resources.


Ms. Holman has led Human Resources, training, organizational development and payroll functions globally. She brings extensive business experience in a variety of industries to RHA. Prior to joining RHA, Ms. Holman held several senior Human Resources leadership roles in the hospitality, retail, agriculture, and financial services industries. Most recently, she held the position of Senior Vice President, Human Resources with a North American retailer. Prior to that, she held the role of Vice President, Human Resources and Organization Development with a large North American restaurant company.


Ms. Holman holds a Bachelor of Business Administration with a major in Human Resource Management, and a Bachelor of Education, both from leading Canadian Universities. She has a certificate in Human Resources and is a Certified Human Resource Professional (CHRP).


Hector Huerta - Senior Program Manager

Hector Huerta brings 27 years of client-management experience to RHA. In the course of his career with California's largest commercial banks, Mr. Huerta was personally involved in the day-to-day management of commercial client relationships that included service, manufacturing, agricultural, construction and professional business concerns. He has extensive experience in the development, structuring, negotiation, documentation and closing of commercial banking solutions to businesses ranging in size from $10 million to over $200 million in annual revenues.


Mr. Huerta provides executive oversight to RHA energy efficiency programs. Working closely on Valley Energy Efficiency Programs run out of the Fresno office.


Bob James - Senior Program Manager

Bob James heads RHA’s Los Angeles office and provides management oversight of energy programs, including Anaheim Small Business Energy Management Assistance Program, Business Conservation Program for the Rancho Cucamonga Municipal Utility, Glendale Water and Power Small Business Program, the Burbank Water and Power Small Business Program, Riverside Public Utility the So Cal Energy Savings Assistance Program and the So Cal Gas Energy Upgrade California QC/QA Programs.


Mr. James has over 30 years leadership, project management, organizational development and relationship building with six years of progressive experience in energy efficiency development and implementation for local public benefit programs for the electric, water and gas utilities. Mr. James focuses on marketing to key energy account services, demand response and conversation opportunities and ensures that all program goals are met or exceeded. He also ensures that programs operate within budget, oversees quality assurance activities with subcontractors and supervises assigned staff.


Sally Martin - Senior Program Manager

As a Senior Program Manager, Sally Martin oversees small jurisdictional utility energy savings assistance programs, third party residential/commercial/agriculture energy efficiency direct install programs and local government partnership programs. She provided technical services for the State of California low income weatherization program and its 45 sub-grantees including training, standards development and program measure assessments.


Ms. Martin’s work has included assisting in the development of a weatherization training facility that enhances the training capacity for the state of California’s low-income weatherization contractors and for the region’s private energy efficiency contracting sector. She has a depth of experience in collaborating with local governments, private industry and non-profits organizations.


Prior to joining RHA in 2009, Ms. Martin enjoyed a 33-year electric utility career working with industrial and commercial clients; implementing and managing residential weatherization programs; developing program policy and procedures; providing program marketing and outreach; managing auditors, inspectors and contractors; and tracking client audit/measure/cost-effectiveness data to meet corporate and regulatory goals.


Peter Noland - Vice President, Strategic Planning, Marketing and Business Development

Peter Noland has over 13 years experience helping Utilities, Energy Services Companies (ESCO’s) and Energy Retailers develop technology service offerings for commercial, industrial and retail customers. Previously, Mr. Noland spent 10 years in the Hospitality, Database Marketing and Direct Response Marketing industries working with world-class customer service leaders such as Ritz-Carlton, Marriott, Reader’s Digest and American Express.

Mr. Noland has developed innovative energy efficiency and demand response programs, incorporating program design, outreach, customer enrollment, measurement and verification and reporting components. These programs have helped Commercial and Industrial Customers, and large industry trade associations, secure substantial funding from state energy authorities as well as drive program participation.

With a technology understanding of operational energy data systems, database marketing and customer analytics, Mr. Noland has worked with a variety of different types of energy service providers and the EPA’s Energy Star program to develop technology solutions that help drive customer engagement. Mr. Noland has helped develop systems to provide the interpretative analysis and measurement/verification of energy savings data, systems for optimizing DSM program performance and quantifying the impact on customers and also systems that integrate market and price data to help manage risk for energy retailers and power generators.

Mr. Noland graduate from the University of Richmond (VA) with a Bachelor of Science degree in Finance.

Charles Ottavio Sasso - Information Systems Manager

Joining RHA in 1998, Charles Ottavio Sasso is responsible for overseeing RHA’s in-house software application development team. He also supervises the information technology department, responsible for hardware and infrastructure. Mr. Ottavio Sasso has worked on large-scale projects such as PG&E’s Energy Savings Assistance Program, CPUC’s California LifeLine Program, Healthy Families, and Medi-Cal for Children.


Before coming to RHA, Mr. Ottavio Sasso spent eight years as the lead database programmer at a major law firm, Sidley & Austin in Los Angeles, CA.


Julie Weigand - Senior Program Manager

As a Senior Program Manager and a part of the RHA team since 1994, Julie Weigand provides management oversight for the California LifeLine Program and California Teleconnect Fund Outreach contracts. In addition, Ms. Weigand oversees all operations for RHA’s call center contracts, including: the California LifeLine Call Center with the CPUC, California LifeLine Third Party Administration contract with Solix, Inc. and SDG&E’s Energy Savings Assistance Program.


Ms. Weigand has served as the Program Manager for the Healthy Families and Medi-Cal for Children Program and call center contracts for California Partnership for Long Term Care with the Department of Health Services, Healthy Families and Medi-Cal for Children and the California Residential Lighting and Appliance Rebate Programs. She also founded the RHA Charitable Giving Committee and the Green Initiative.


Ms. Weigand is a past board member and Race for the Cure® chair with the Susan G. Komen Breast Cancer Foundation and currently volunteers for Komen Central Valley Race for the Cure and United Cerebral Palsy. She also received her Bachelor of Science degree in Health Services Administration.
