Since 1979, RHA has been primarily involved in the areas of energy and resource conservation, community education, industry analysis and research, and perhaps most importantly, social marketing. This success has been due to a concentrated emphasis on providing quality services and focus on project goals and what it takes to reach them.
RHA has worked with clients to develop programs that are effectively targeted to low-income and other hard-to-reach target populations. RHA’s vast experience with those market segments has provided the building blocks needed to communicate efficiently and effectively to diverse customers.
Social marketing is the cornerstone of a majority of RHA’s programs. The ability to work with an existing network of hundreds of community-based organizations throughout the State of California and the nation has enabled RHA to deliver services to thousands. RHA has incorporated specialized community outreach in our consumer education programs for the California Public Utilities Commission, Pacific Bell and GTE, as well as resource conservations programs with the major California utilities.

Telecommunications
California Lifeline Telephone Program | 2003-present
This program provides basic home telephone service for less than $7 per month for low-income Californians or those that are enrolled in programs such as Healthy Families, WIC and Medi-Cal. In 2011, the CPUC renewed its contract with RHA to continue driving public awareness operations and outreach to expand program awareness and increase California LifeLine enrollment. RHA’s multi-cultural, multi-lingual outreach abilities and strategic partnerships with CBOs provides the basis for the successful outreach and awareness creation of this valuable service.
California Teleconnect Fund | 2011
With the expertise RHA has demonstrated with its outreach efforts for the California LifeLine Program, the CPUC has also contracted with RHA in its first-ever outsourced outreach campaign for the California Teleconnect Fund (CTF). CTF provides a 50% discount on select telecommunication services for qualifying schools, libraries, government-owned and operated hospitals and health clinics, and community based organizations. RHA is able to leverage the market insight and strategies we have attained from the California LifeLine campaign in order to tailor the CTF program for maximum market penetration and consumer awareness.California LifeLine Hello Savings
