Energy Partners Pacific Gas and Electric's Energy Partners Program used "Energy Specialists" to deliver one-on-one, in-home energy education directly to customers participating in weatherization programs. Stringent, comprehensive quality assurance provided by RHA ensured successful delivery of the program services. As a result of RHA's QA methods, quality energy education became the hallmark of Pacific Gas and Electric's weatherization program. RHA was the prime contractor from the inception and provided conservation and education services to more than 50,000 homes per year. RHA was also responsible for designing, implementing and managing Project Help, the direct weatherization program for Pacific Gas and Electric. Central Inspection Program Under contract to Pacific Gas and Electric, RHA provided assistance to develop a central inspection program that would standardized installation and inspection standards for all energy efficiency programs. The goal was to utilize one central outside contractor to perform inspections on all residential weatherization retrofit programs. To accomplish this goal, RHA conducted extensive research into the individual requirements of PG and E residential programs and developed integrated inspection, installation and management policies and procedures.
