Residential Lighting and Appliance Program
Pacific Gas & Electric, San Diego Gas & Electric,
Southern California Gas
RHA was the prime contractor to design and provide statewide implementation
of the California Appliance and Lighting Initiative from 1999 through
2002. Working with four subcontractors, RHA has developed an infrastructure
to track and invoice manufacturer incentive payments and downstream rebate
payments to both retailers and consumers. Database management provides
accurate reporting and invoice accountability to sponsoring utilities
participating in the program, offering three categories of replacement
energy-efficient lighting fixtures and four targeted energy-saving appliances
statewide.
The California Window Initiative
Pacific Gas & Electric, San Diego Gas & Electric
It is the goal of this project to transform the window market as the direct
result of intensive upstream and midstream training efforts. The participants
in typical window purchase transactions will be trained to recognize the
cumulative energy saving and economic advantages of high-performance windows
and to select the most appropriate product for their climate. As a result
of this project, more high-performance windows will be sold with enhanced
features that are specified and installed in a manner that is best suited
to the customer's ultimate application.
California State Department of General Services
Utility Bill Auditing and Negotiation of Refunds
RHA was awarded a contract to provide utility bill auditing services to
the State of California Department of General Services. The scope of the
project included analysis of electric, natural gas, water and refuse bills.
RHA solicited the state departments for participation, and performed tariff
and statute analysis, site reviews, and analytical research. The findings
were presented in a report to obtain refunds from the applicable utilities.
California State Community Services Department
California Weatherization Standards
RHA researched technical data and worked closely with the Community Services
Department staff and its 65 contractors to clarify performance standards
for energy conservation work on low-income households. RHA completed the
state-of-the-art Mobile Home Weatherization Standards after extensive
research that involved installation of measures in mobile homes in three
utility company service territories. Technical review input was provided
by a task force committee representing twenty-four states.
