Universal Lifeline Telephone Service (ULTS)
RHA is proud to take the
lead in managing Phase II of the ULTS Interim Marketing Program. Administered
by the California Public Utilities Commission, this outreach campaign targets
hard-to-reach communities throughout California to increase awareness
of the ULTS program
and to boost
enrollment in ULTS.

Telecommunications Education Trust (TET)
Under contract to the CPUC, RHA administered the Trust, whose sole purpose
was to provide telecommunications education programs in California to help
consumers reduce their vulnerability to unfair marketing tactics and enhance
their understanding and use of emerging telecommunications technologies.
Seventy organizations throughout California received TET grants totaling
over $9,000,000. RHA was responsible for selection as well as monitoring
the grantees in their activities to achieve the required grant results.
Pacific Bell and GTE
Communication Education Program for Caller ID
In response to the California Public Utilities Commission's (CPUC's)
directive to ensure that all of the their hard-to-reach customers understand
Caller ID, Pacific Bell and GTE formed a partnership. RHA was contracted
to develop and administer an outreach and education program. From March
1996 through February 1997, over 6 million consumers were educated by providing
188 grants to community based organizations (CBO's) and domestic violence
shelters. Caller ID education was provided in twenty-four languages, Braille
and American Sign Language and included such outreach methods as workshops,
classroom presentations, television shows and theater productions.
