California Lifeline Telephone Service (formerly ULTS)

The California LifeLine program, sponsored and overseen by the California Public Public Utilities Commission (CPUC), is designed to make low cost phone service available to all eligible California residents.

 

BACKGROUND
The ULTS program was created in 1983 through the Moore Universal Telephone Service Act. The program has a dual purpose – to increase the use of land line phone service in low-income households and to make basic telephone service more affordable for low-income households. ULTS service is currently provided by 30 telephone carriers throughout the state of California and it is funded through a ratepayer surcharge. General Order 153 is the governing document for the ULTS program.
