BACKGROUND
The ULTS program was created in 1983 through the Moore
Universal Telephone Service Act. The program has a dual purpose – to
increase the use of land line phone service in low-income households
and to make basic telephone service more affordable for low-income
households. ULTS service is currently provided by 30 telephone
carriers throughout the state of California and it is funded through
a ratepayer surcharge. General Order 153 is the governing document
for the ULTS program.
